So, the primary purpose of TANF is to help needy families achieve self-sufficiency. The federal government outlines four primary goals for the TANF program as:

  2. End family dependence on benefits by encouraging job preparation.
  3. Reduce out-of-wedlock marriages, which is considered a driver of poverty.

TANF is administered by the Office of Family Assistance (OFA), which is overseen by the larger Department of Health and Human Services (DHHS). Each state has its own specific TANF program.
